Working with various Segment departments, this position will be responsible for the Harris TACOM Small Business Program & Supply Chain Trade Compliance functions & will play a key role in maintaining compliance to all related/applicable internal & external/Governmental regulatory requirements.
Small Business Program: As the business unit Small Business Liaison Officer (SBLO) this individual is responsible for the Small Business Program Management and Reporting obligations (FAR/DFAR) including creation, submission, and management of Commercial and Individual SB Subcontracting and SB Participation Plans:
Execute Small Business eSRS reporting to USG which may include DCMA, SBA, and GSA. Report key metrics to the business.
Chair Annual SBA/DCMA Small Business Program Review
Attend Outreach events such as government sponsored Matchmakers
Trade Compliance (ITAR/EAR ): As the Trade Compliance go-to within Supply Chain, this individual is responsible for all Supply Chain trade compliance related requirements and compliance of:
Export controlled technical data guidance and direction to Supply Chain
Trade Compliance/Purchase Order audits & reporting (ITAR Registration, export metrics etc)
Restricted Party Screening
License & amendment reviews and submissions
Monitor USG regulations for changes applicable to these areas and update the business as necessary, including authoring new or modifications to existing policies/procedures
Develop and present training to Supply Chain personnel relevant to these areas
Manage Supplier Certification on-line tool - Reps & Certs, ITAR Registration, FAR/DFAR, SB Classification etc
Administer SharePoint site for construction, execution and amendments/renewals of supplier Non-Disclosure Agreements
Other duties (i.e., Country of Origin analysis) as assigned to assure overall effectiveness and productivity of group
Bachelor’s degree or equivalent, with 8+ years of supply chain experience OR Advanced degree with 6+ years of supply chain experience.
5 + years of combined FAR/DFAR Small Business Program/Plan and ITAR & EAR regulations experience
Preferred Additional Skills:
Ability to garner buy-in from stakeholders and be recognized as an approachable and reliable source for compliance issues
Experience with MS Office including advanced spreadsheet manipulation and presentation creation
Excellent communication and interpersonal skills with all levels of organization & supplier base
