Position Summary:

This position provides consolidated dispatch services (Police, Fire, and Ambulance) for the installation once receipt of an emergency and/or non-emergency event occurs. The Emergency Dispatch Operator obtains pertinent information through various reporting means (telephonic, electronic alerting systems, monitors), alerts crews/patrols, assigns resources to a specific event, communicates pertinent information to responding crews/patrols, communicates effectively using communication plans, radios, and telephones, and maintains accurate records of all events and activities.

Major Job Avtivities:

  • Answers incoming calls in accordance with (IAW) DoD requirements.

  • Functions as a Call-taker, interrogating callers and obtaining key information.

  • Functions as a Dispatcher, completing call-processing IAW DoD requirements.

  • Alerts, assigns resources, and provides key information to responding crews.

  • Provides telephonic instructions to callers for life-saving, emergency call support.

  • Operates radio systems using multiple talk groups and channels simultaneously.

  • Uses specialized software programs [Computer Aided Dispatch (CAD)].

  • Operates monitoring systems, acknowledging intrusions, alerts, and activations.

  • Supports first responders’ and incident commander’s requests in the field.

  • Monitors various electronic systems (intrusion, detection, suppression).

  • Accurately tracks the movement of first responders and emergency resources.

  • Accurately records all first responder’s actions and Dispatch Center activities.

  • Completes reports, inputs and retrieves data, using dedicated systems and software.

  • Performs other duties as required and/or as assigned.

Physical Activities:

Minimum physical elements: to include sitting. Lifting, pushing or pulling of 10-25 lbs. Customer contact, extended work day and office laboratory.


Education: High school graduate or equivalent.


  • Must be able to obtain the following Professional Certifications within 180 days from employment;

  • Telecommunicator I & II, (IFSAC or ProBoard affiliate)

  • HazMat - Awareness, (IFSAC or ProBoard affiliate)

  • CPR/AED; (American Heart Association or American Red Cross affiliate).

  • Emergency Medical Responder (EMR)

  • Must have a current Driver’s License (Hawaii)


  • Emergency Medical Dispatcher (EMD) certification.


  • Must have four years of general office experience.

  • Must successfully complete all qualifications and training programs.

  • Must be available to work overtime when required or as assigned.

  • Must be able to type 20 – 30 words per minute.

  • Must possess the following computer and software (MICROSOFT Office) skills: Word, Excel, Outlook, Powerpoint and Other (Various IT systems assigned to the Communication Center)


Secret security clearance is required. Applicants selected either must currently possess a Secret clearance or will be subject to a Government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment, and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.
